Today in the course of the morning program on "5th Channel" Mykola Tomenko, the Deputy Chairman of the Verkhovna Rada of Ukraine reminded that on 5 April it is 300th anniversary of Hetman Pylyp Orlyk Constitution. M. Tomenko emphasised that it is to be considered as great political and intellectual memorial. "Peculiarity of this document is in the fact that one may observe in the document actual delegation of certain part of Hetman´s authorities to the Cossacks community, towns etc", the Deputy Chairman stated.
M. Tomenko emphasised that in legal sense the document was first in Ukrainian legal political practice and was one of the first in Europe that has fixed the actual division of power, built so called institutions of restrictions and counterbalances, defined the peculiarities of taxations policy, privileges of the local self-government, juridical power status etc.
At the same time, M. Tomenko stressed that one should remember peculiar lessons of this document. "Pylyp Orlyk Constitution 1710 we can find organizing methods of Ukrainian democratic and anti-corruption authority", he stated.
M. Tomenko declared that "it is already 300 years that Ukrainian elite have been declaring necessity to fight corruption though, on practice nothing is done." As an example of centuries actual anti-corruption political activity M. Tomenko cited fragments of chapters 8 and 10 of this document.
"Well, despite 300 year of Ukrainian history, the corruption problem and lack of legislative influence of the environment remain historical defect of Ukrainian dignitaries", the Deputy Chairman is convinced.
Asked by the journalists M. Tomenko declared that one may consider the document with certain warnings the force of which was only partially spread on Right Bank during the years 1710-1711, "though it deserves being popular as intellectual and legal memorial of Ukrainian nation."
